This plant is 1-2 feet in diameter, with long stems radiating from the center.
Groups of three leaves cling to the stem at about 1″ intervals. The leaves are slightly edged in red/pink. At first glance, the stems look like eucalyptus.

This gorgeous creature is Sedum seiboldii.

There’s more about it on this page which is all about the variegated form, but the plain green/blue form is the same; Sedum seiboldii.

They do really look like Eucalyptus!

 the correct name is Hylotelephium sieboldii

The upright growing species formerly in Sedum with tuberous roots, white, pink or reddish flowers and stipitate carpels are all now correctly in the genus Hylotelephium.
