There are many Sempervivum that show this ‘cobweb’ type of growth especially in the center of the rosette. This is most likely what’s going on here. The rest of the plant doesn’t really appear to be all that much like Sempervivum arachnoideum, but there are many, many different subspecies and varieties.

Did you know that these plants are super hardy, and actually resent being kept indoors? They’re much happier outside, all year.

This would explain the way it’s trying to curl up a bit. Generally, although some of these great plants are flattened, they will sometimes also show cupping or curling up when stressed, or kept too wet.
