I want to see if I can cut off a branch to repot and grow a new plant but I know nothing about this succulent or whether I can even do that to this plant.

Your plant is an extremely light-deprived Sempervivum – it needs way more light!
These are winter hardy succulents, and do best in the outdoors, where they can experience winter cold temperatures.
