This is one of the many varieties of Echeveria that are bred from a nursery in California. They range from somewhat frilly, to extravagantly curled. Most of them have Echeveria gibbiflora in their background.
This could be one called Echeveria ‘Frilly Maid’ which shows the same kind of orange coloring.
Other potential candidates are E. ‘Candy’, E. ‘Arlie Wright’ and E. shaviana ‘Blue Curls’. More on how to grow Echeveria here.
